On 4 February, 2011 Cr Wines was privileged to attend the sod turning ceremony for the Gallipoli Barracks Upgrade. The Commonwealth project is known as the Enhanced Land Force (ELF) 2B, at a cost of $1.8B. The project aims to expand the Defence forces land based capacity.

The expansion will see the reraising of 8/9 Battalion and an increase of 1600 personnel at the barracks.

The expansion is the largest upgrade to the barracks in many decades and indicates a serious commitment by the Defence forces to being a significant part of the Enoggera community.
